European actors providing home care services for elderly people are sought to share innovative practices and complementary technologies

Summary

The French non-profit organization specialized in geriatrics and gerontology is looking for European partners to welcome a French mission group and to present one or more complementary service devices for professionals developed for the elderly at home. The objective of this delegation will be to observe inspiring and innovative practices and management tools in order to apply new practices in France. Short-term and long-term research cooperation  agreements are sought with these partners.

Description

The French non-profit organization has been created in 2016 to promote research, innovation, evaluation, training and ethics in Paris Region. It is dedicated to gerontology and geriatrics. 

This non-profit organization brings together a community of stakeholders in research, care (in the city, hospital and in medical-social institutions), training and business. It assesses the measures taken for older people in terms of prevention, care, technical assistance and training of health professionals. This organization also scientifically measures clinical, economic, ethical and practical aspects of innovations dedicated to elderly people as well as to their professional and non-professional caregivers.

The French organization is currently responding to a French call (ends on June 7, 2020) for projects the objective of which is to finance the organization of a study trip for a French mission group. This French mission group will observe foreign patterns of home care for the elderly, which are complementary to professional French home care services.

The French mission group will carry out a field visit and then a multidimensional observation relating to:
- Organization of the system / Economic model ;
- Nature of the services offered ;
- Target audiences ;
- Brakes / limits difficulties encountered.

The final objective of this mission is to introduce new practices in France to improve the quality of life of elderly people living at home, by drawing lessons on:
- What is transposable / transferable in the French context ;
- Which seems more difficult to "import".

The French organization is looking for a maximum of 3 local European actors of home care services to (i) welcome the French mission group, made up of medico-social actors, and to (ii) present one or more complementary service devices for professional developed for elderly people at home.

European partners must be representatives of innovative and inspiring models for France of long-term care of the elderly at home: familisalist, liberal or corporatist. The partners must therefore be from Austria, Germany, Italy, Portugal, United Kingdom, Spain or Switzerland.

Expertise sought

The French organization is looking for new forms of services that would complement the current French offer of services for elderly people at home. These services have to be financially accessible. They will also have to introduce solidarity and inclusion mechanisms. 

The French organization is looking for inspiring innovations in a maximum of 3 European countries that would, in the short term, inspire and, in the long term, improve home help services in France. In comparison with the current French offer, innovations will have to be inclusive and can be:
- organizational
- economic
- or technological.

The French organization is looking for a maximum of 3 European actors who have deployed inspiring models for France for home help for the elderly. 

It could be:
-medico-social actors,
-social landlords,
-private actors,
-individuals
-or any non-profit association or organization that is oriented in social and solidarity economy.

These actors will be observation sites for the French mission group. European partners must be able to welcome a French mission group for 1 to 3 days, make a presentation of their activities and organize one or more field visits, if they are relevant. A few interviews with beneficiaries and professionals will also be planned.

The European partners will be selected on the basis of an innovative and original economic model, in particular from the social and solidarity economy. The partner countries must belong to different models of long-term cares:
-familisalist, like Spanish, Italian or Portuguese models,
-liberal, like the English model,
-or corporatist, like the German model.

The “simple” volunteering devices, digital platforms for networking without an elaborate or innovative economic and organizational model will be excluded.

The French mission group will observe:
- The nature of the services offered, the nature of the exchanges and counterparties if they are social and solidarity-based economy devices
- The economic and organizational model of the systems
- The impact on people's quality of life
- The impact on the inclusion of people and more generally the development of social ties in the community
- The brakes, difficulties, limits to the development of these devices.

The French organization plans longer-term partnerships with these European partners, such as (i) the creation of a European consortium to respond to international calls for projects and (ii) conduct of clinical studies to measure the impact of innovative home services on the elderly.
