Disruptive technologies in the seawater desalination sector, pre-commercial public procurement

Country of Origin: Spain
Reference Number: TRES20210924001
Publication Date: 2 November 2021

Summary

A Spanish living lab seeks disruptive technologies for a pilot seawater desalination solution with the potential to reach the threshold of 1.5 kWh/m3 of desalinated water. The technology must be at pre-commercial stage (at least TRL4). The living lab is looking for research groups, start-ups, scale-ups (SME) and other companies to apply for a Pre-Commercial Public Procurement and offers a commercial agreement with R&D technical assistance.

Description

A Spanish living lab, located in the Canary Islands and specialized in water desalination, has created an open-access research-ecosystem for testing, experimentation and demonstration of desalination-related technologies, products or services. The living lab aims to support the entrepreneurial ecosystem for the development of technologies and business models in desalination, facilitating the investment and testing of the solutions proposed by innovative startups.

In order to attract and generate knowledge and disruptive technology in the desalination industry, with a high international projection, the living lab is looking for start-ups, scale-ups (SME), research centres or companies with proposals at pre-commercial level (at least from the Technology Readiness Level 4 or TRL4), in order to reach a significant improvement in the power efficiency of the desalination process and to reduce the impact of the current technologies.

The living-lab offers the possibility to reach a pilot concept in the mid-term for the development of disruptive techniques/technologies that can lead to a solution closer to the market (TRL7 and higher). For this purpose, the living-lab opens a tender of a pre-commercial public procurement procedure (PCPP) and offers a commercial agreement with R&D technical assistance.

Expertise sought

The main purpose of the contract is to procure a R&D service in order to assess the feasibility, design, development and validation of a pilot seawater desalination solution with the potential to reach the threshold of 1.5kwh/m3 of desalinated water.

Based on the Preliminary Market Consultation, both disruptive desalination solutions and modified solutions (whether in terms of processes, control or hybridisation of existing desalination technologies) would be accepted. In any case, the proposal should be considered as pre-commercial (at least TRL4) to reach a pilot concept (TRLs 7-8) within a term of 18-20 months, showing the benefits put forward and intended to reach a significant improvement in the power efficiency of the process, as well as to reduce the impact of the current technologies. The solutions put forward will be subject to the current or future statutory industrial, environmental and health requirements.
