Summary

A partnership led by an Italian operator with a consolidated experience in the education and integration of migrants, and including an Italian university and a national association of Italian municipalities, is preparing a proposal under the call AMIF-2020 AG-CALL-02 to contribute to the long-term inclusion of third-country nationals, especially their access to housing, education and employment services. Partners sought are: universities, research centers and public institutions.

Description

An Italian partnership is working on the proposal "Supporting long term integration and empowerment of third-country nationals under the AMIF-2020-AG-CALL-02 "Reducing obstacles and promoting access to basic services for third-country nationals".

Currently, the partnership is led by an Italian non-profit SME, based in the south of Italy, and working since 1989 in the fields of inclusion, education, cooperation and local development, with a consolidated experience in the delivery of targeted services as well as in the identification of policies and good practices at regional and national level. Other partners include an Italian university and a national association of Italian municipalities.

Since the migration ‘crisis’ of 2014-2016, EU Member States have planned and introduced measures and programmes to facilitate the long-term integration of TCNs, to facilitate the access to basic services such as health, education, employment, housing, financial support. However, few Member States have ensured systemic intervention in the provision of such services, so that these measures could affect the different areas of integration not only in a superficial way; for example, access to higher education is still limited, as well as the language courses of a higher proficiency level, and access to financial services, self-entrepreneurship and job placement programs.
The outbreak of the global COVID-19 pandemic has also worsened existing problems, affecting vulnerable people, including the TCNs (particularly women, children and members of minor ethnic groups who may face further discriminations) in accessing to basic services, slowing down their pathways for inclusion. The deep differences across European countries and the limited availability of intercultural expertise in public services in some countries limit a fair and harmonised process of orientation and information within the immigrant population.

The proposal intends to effectively contribute to the long-term inclusion of third-country nationals, especially their access to housing, education and employment services.
The main purpose is to improve the quality and availability of information on accessing these services, the capacity of service providers to deal with TCNs, addressing language, cultural and other possible barriers in accessing these services.
The proposed actions employ a “multi-stakeholder approach” ensuring the involvement of relevant actors in different European countries, such as local public authorities, economic and social partners, employers and cultural mediators, service providers, civil society organizations (including migrant associations) and local communities.
Sharing good practices – concerning the access of TCNs to social services, higher education, microfinances and self-employment programs, social housing and active citizenship – the stakeholders will have the possibility to reconsider their needs and tools. It is excepted that this will boost cooperation between European colleagues, in order to create, in every region involved, a more inclusive environment. Focusing on the municipality level, the project will capitalize these innovative patterns of “living together” (i.e. intercultural one-stop-shops, intercultural co-housing, widespread reception, integration tutors, inclusive university, ICT tools for access to information, etc.) involving TCNs, their associations and social networks.

The Italian operator is looking for universities, research centers and public institutions that deal with research and innovation on the subject of social inclusion and representativeness in the reference territorial context. The Italian operator is looking primarily for partners from Greece, Spain, France, Malta. The Italian operator is available to cooperate with partners from other countries who have experience on the subject of the call and of the proposal.

The call deadline is 16 February 2020 while EoI will be accepted by 20 January 2020.
